i was hoping if anyone here has a software/lisp on how to create road sections and plan profile? greatly appreciate it!

What is your budget in both time and money?

Top of the heap would be Civil 3D.
From there, AutoCAD + Carlson, Microstation + GeoPak, Dotsoft Mapworks, and maybe some of the "survey" oriented apps can do sections and P&P like Microsurvey.

Most of these are Big $$ and involve a lot of training.

We need more info from you in order to help much more than that.
