    Is that how you purged them?
    I highly suspect these linetypes and textstyles are a result of the DGN Bloat issue mentioned here. For 2013 and 2014, you have to download the necessary hotfix or SP from Autodesk which enables the DGNPURGE command. That functionality is built into 2015 (where Autodesk is using the politically correct "Automatically purge orphaned data" terminology).

    I'm having the same problem. I have a file, the only OBJECT in the file is a BLOCK that has been created w/ attributed text.
    I've used batman and even re-selected every instance of the font style in the block and changed it to my desired font. I've gone into the block editor, selected all, and selected the font style I want. (did the same with the file before getting into the block). and I can't purge 2 fonts that appear to be embedded in the block.
    If I explode the block, I can purge the fonts. but then I have to recreate the block, and tediously select all the attributed text items in the correct order, etc. I don't understand why I cant purge the fonts without exploding this block.

    If the block is used in the drawing those inserted blocks may be holding on the text styles. Try running Attsync to re-sync those blocks to the current block definition.

    If that doesn't work, run a web search for a Lisp to merge text styles.

    The best way I've found to handle weird, unwanted text styles, is to use the Drawing Standards checker. Point it to a DWS file with the styles you want to Keep, and run it, mapping the bad text styles to the preferred ones from the DWS.

    Remember -- a DWS is just a drawing DWG file with the extension changed.

    erase enter, all enter, remove (select objects you want to keep), enter
    purge
