The former is a means of detecting tampering of a files content. The latter assigns responsibility to the documents contents. The former can work with the latter to ensure an electronic engineers stamp reflects the original, accepted contents.
Use of electronic engineers stamps varies between geographic areas and governing professional organizations. Best to ensure what is being planned is actually supported. In most cases a digital equivalent/scan of a wet-ink signature is not acceptable. In some cases the stamp must have a wet-ink signature.
