Changing the View Title

Currently, the view title has a bubble to the left of the line and the line can be lengthened to the right as needed.

Is there a way to put the bubble on the left (blue arrow) and have it move with the line (red arrow). Or even move the View Title and View Scale to the left.

Yes, create new view title family, move everything to left of origin reference line, add line from origin line to bubble.
the down side is this will be a fixed distance. load family into project, change viewport system setting for new family and type, and un-check show extension line. You can stack the text in the title line if you enter line break Ctrl+Enter in the Title on Sheet field, NOT the View Name field.

So what you are telling me is that I cannot move the bubble with the "extension line". We are trying to mimic our AutoCAD Standards and have made a dynamic block to be able to move the "bubble" with the extension line.

you are limited by the Revit system family behavior for view port title, not much control for system families other that system family setting parameters.
you can make the view title look as you want, but the bubble location would not be dynamic with the extension line as you want.
you could add this type of behavior to future wish list.
