Default Associate Line Weight and Text Size in viewport(s)

We have drawings with one common map that has all of the texts and differing lines. What is the easy way to get them to view at the same size no matter what the viewport scale is set at. Whenever I attempt to use "Annotative" they all look different in each viewport. Please advise what I can do to correct this. Thanks!

Text/MText entities, or C3D Lable objects?

Post an example drawing of the same text displaying differently in one layout with multiple vports at different scales

With "Annotation Visibility" off you will only see annotation created for the viewport scale. If it was all draw with the same Annotative Text Style the text will all plot as the same size.

Unlike text C3D Labels are visible and plot at the same size regardless of the viewport scale.

As cadtag suggested it matters which you are asking about.
