Summary: All Annotation should inherently mask whats behind it

Description: All annotation symbols (Section Heads, Elevation Markers, etc.) should inherently mask what is behind the symbol. building masking regions into the families does not always work like in section cuts where the angle of the cut can change.

I agree -- text should ALWAYS mask everything else, with one exception -- dimension text should never mask the line it is attached to, which is a common issue if you have adjusted dim styles to work better on a tightly spaced drawing, the text offset will often lead to dimension lines disappearing under the associated text, even when the text is not actually on the line. Furthermore, text should also have a proper mask that runs all the way to the sides of (equally centred width and height) its text borders; and ideally text should have a shadow mask (like most software that works with text) that can be used to highlight text like a halo. when it is placed over a coloured\shaded background -- allowing for maximum legibility without creating visually obtrusive rectangular masks.
