Default View set with a template changes without a template change

I have had some problems lately with a view and some users that may not know what they are doing.
I'm really not sure how they accomplished this. We're using Shared Coords. The Model is rotated to be Project north and not true north.
The orientation is checked in the template that's controlling them. So I'm not sure how only these views of this one floor keep getting re-orientated back to True north vs Project north. This template is being used on a number of views and it's only one floor that keeps getting turned. My users don't know what they did or didn't do, so again I'm at a loss as far as how this is happening.
Would adding a camera or something like that cause it to flip. When Looking at the view props it's still showing Project North for orientation. It's not that hard to fix. I just go into the template and change the orientation from project north to true north, hit apply, then change it back to project north, hit apply and save. Fixes the problem, but doesn't get me the cause.
    Any ideas?
    Thanks in advance.

Could someone be rotating the crop region for some reason?

Possible, but I've got the overall view set to a scope box.
Last time I checked you can't rotate those.
Seems to continue to happen and I still have no idea why.
Also seems to only affect the parent view and not the dependants.
