Default Cursor sluggish and slow when using line, circle, or pline

    Hello,
We recently started using Civil 3D 2015. I have a large base file 16.9 mb xref’d into another file. When I start a line, circle, pline command the cursor is slow, sluggish and choppy as if snap is on but it’s not. After selecting a place to start the line, the cursor frees up and moves more smoothly. I was wondering if anyone else experienced this and/or was able to find a solution.
    Thank You

    Only in this drawing?
Did you work in this drawing in C3D 2014 or 2013 or earlier w/o problems?

It seems to only be this drawing. Previously using 2012 without problems.

I'm sorry I just realized in the other file that appeared to be working, I had the large xref clipped. After turning off clipping it is reacting in the same manner. Cursor sluggish, slow, choppy after starting say the line command.
