    Default scaling problem

I was given a dwg done in vanilla 2015. I opened it in civil 3d 2014 to find the volume of a detention pond.
I created a feature line from the perimeter of the pond and using the grading tool to create the bottom.
I set the elevation and attempted the grading, but it did not work. after further investigation, I went to
the settings tab in toolspace and under general settings it showed the units in inch and scale at 16. both w
were grayed out and not able to be changed.

any ideas why I couldn't change these values?

I set the elevation at 24' but when I listed the feature line it showed 288'

create a new, empty drawing using your c3d template, and xref in the vanilla dwg - scaling appropriately. Use NCopy to bring in the pond perimiters, and then create your feature lines
