Alignment Offset Label at bend to parallel line

I started this project several years ago in C3D 2012 then it was shelved, now it has been resurrected and I don't have 2012 anymore and now I am having issues with some of the labels that were done previously. The situation is I have two parallel lines, water and irrigation. The waterline has the alignment and the irrigation is called using offsets.

Now the station offset labels do not label lines that don't have a perpendicular reference, so when I did this the first time I used a note label and it would reference the correct station and offset (see attached C3D 2012). Now that I have upgraded to 2014 those links no longer work (see attached C3D 2014).

Anyone know how to fix this or another way to do it, without having to hard code all the station and offset info?

Odd suggestion ... insert a very small (R=0.001') curve in the alignment at its angle points. It gives the label a location along the alignment that is perpendicular to its location. I personally don't really like this as a solution, however it does make it work.
