    Default Frozen xref layers show up and are selectable

    I am having an issue with AutoCAD 2015 that is confusing me. I have an xref that is the base plan for a building I'm working on. In that base plan there are tons of different layers that I have turned off for use in creating my elevations for that building (leaving just the exterior wall information visible). When I select the base plan to move it for the different elevations, all of the layers become visible and my osnaps can "snap" to points on the frozen layers. Is there a system variable that I haven't found that can turn off this capability?

    Are you turning these layers off, or freezing them? You've said both here. Are you actually turning these layers off (or freezing), or are you simply isolating layers?

    What vertical are you using? Is the base plan intelligent objects or ones created with vanilla AutoCAD? Is the base plan a block? Only time I turn layers off is when isolating layers, freezing works so much better.
