I suspect the crickets are because 2006 was 10 versions ago and not too many people have access to this.
I don't ever remember if 2006 had the PUBLISH command yet.
I went over to http://www.hyperpics.com/commands/index.asp to check it out and Yes, 2006 did have the publish command.
Now all you need is a PDF print driver.
I think 2007 was the first version to come with DWG to PDF.PC3 and it was horrendous.
So get a PDF print driver (CutePDF....? ) and then use the PUBLISH command. Make sure to set the settings in the PDF driver so that it will create one, multipage PDF.

Back when I worked in 2006, we would first publish to multi-sheet DWF, and then print that to PDF.
PUBLISHCOLLATE sysvar wasn't introduced until 2009.
