Move Objects in Locked Layers without Unlocking the Layer
Summary: Have the ability to move objects in a locked layer by holding down the "Ctrl" key or a combination of keys like "Ctrl"+"Alt" while selecting the object(s).
Description: Currently if you have objects in a locked layer and you need to make changes to it you need to unlock the layer, but if you could hold down the control key or control+alt keys while selecting the objects you would have the ability to override the locked layer to make the necessary changes without unlocking the layer.
