Summary: Non reinforced System Families should not have interference with Rebar Covers of elements which are joined with them.

Description: You can rebar a masonry wall.
You can rebar compacted sand (structural foundation slab).
You can rebar a rigid insulation upon a steel deck (floor).

This should be made impossible, simple by adding a type property to the Type.

When you have a masonry wall which supports above slab, with a door/window (use Structural Combined if needed), place a lintel (structural framing) above the opening, join with the wall for proper visual aspect and proper masonry volume. View are Structural discipline, so you cannot uncheck Structural. It will be a challenge to set the top cover setting of the beam (read: impossible).

Second example: an isolated foundation. Under the foundation, a 5cm C16/20 layer must be pourred to create a solid ground to place the rebar on. You can model the 5cm layer to complete your BOQ, but you cannot disable Structural, hence all the Views are Structural Discipline. So the layer will automatically join (a typical behavior of Structural Foundations). Again, I challenge you to modify the bottom cover setting of the isolated foundation.
