When copying view templates to a new project file with transfer project standards, if any of them has the "Mostrar todo" (spanish for "Show All") phase filter checked duplicate "Show All" phase filters are created on the new project that cannot be deleted. Since we mix language editions of Revit (spanish & english) they come as "Mostrar todo" "Mostrar todos1" "Mostrar todos2" etc. phase filters because they were created on a spanish project file. I've checked anyhow and the behaviour does not relate to the language you are running revit in, it always duplicates those phase filters.

The only way to avoid it is to uncheck phase filter and set it to none in all view templates before transfer. Is this behaviour normal?
The problem with it is that if you forget to check and save the new project or template you are preparing you cannot get rid of those duplicates later because revit grays them out as if all of them where the default "Show All" phase filter...
