Maybe I just don't understand the issue here, but can't you just create a schedule to do that? Anyway, how is Revit to know to whom the package is issued, unless you tell it?

Description: It would be handy if Revit could create wizard, streamlining a drawing issue sheet. It should list; previous issues, to whom, dates, revision numbers, description and dates etc. This is a critical function of our profession. The current sheet list does not have enough functionality.
