AutoCAD plug-in troubleshoot

I am trying to learn My First Plug-in Training. I could not get AutoCAD plug-in under Visual Basic in my Visual Studio Express. I have AutoCAD 2016, Visual Studio Express 2013, AutoCAD_2015-2016_DotNet_Wizards and ObjectARX SDK installed in my C drive. What could be the possible reason for this?

You might check to make sure that the windows 4.5 framework is installed. If that doesn't help, check this thread.
