What type of font is it? A TrueType font would have to be installed in Windows, and then (if compatible with AutoCAD), it should be available. If it is a SHX font, then it needs to be placed somewhere in the AutoCAD Support File Search Path. (You can see the folders in the search path in the Options dialog, Files tab, first item.)

    Dekstop vs webfont in immaterial...

There are two 'flavors' or TrueType fonts -- the version that's derived from Postscript outine definition (generally _everything_ from Adobe) cannot be used in AutoCAD. You may be stuck using a similar but not identical font.

What was the source you purchased from?

Exactly how are you using this in your drawings?

sounds like you're going to have to vectorize it another way....

One option would be to create Word document with your verbiage, print that to PDF, and then PDFAttach the resulting file to an Acad drawing, and trace it.

Other choices could be using Illustrator or Inkscape, and exporting to DXF from there.

Or find a similar-enough fontface that isn't Postscript based.

Based on the few experiences i have had with a plasma cutter I would scan it to pdf that doesn't recognize text or image insert then trace. then you will have lines etc

As they only sell "Fonts Similar To Lily Wang" it's hard to tell, but the CommercialScript BT Regular "comsc.ttf" is a TrueType font and looks like the Lily Wang font and Google search for "Lily Wang font free" came up with a lot of hits you may have made a bad investment.

There are several ways to convert text to linework in AutoCAD if that's what you need.
