When inserting a new block. If that block is set to a new layer that cad must create. That layer will automatically be set to a NO PLOT layer.
Anyone know what is causing this?

Inserting a block how? Using a tool palette button?

Its seems to be anytime a new layer is automatically made. Ive noticed even pulling hatches from tool palette or blocks that have new layer names are all being set to a no plot option
I vaguely recall reading something along those same lines, I think in the Autodesk forums for 2017. Give that a quick search if you have time.

It's on a tool palette that was upgraded from 2016, it's a known problem and the official response is to recreate the palette in 2017!
Easier to edit the tool palette in notepad and do a find & replace as described here which I have done on half a dozen of my palettes.
