Tag All Not Tagged change
Summary: Tag All Not Tagged will tag an element already tagged if a different tag is loaded.
Description: If you want to use more than one tag for a given element it is not possible to use Tag All Not Tagged twice. For instance, if you have a tag denoting a receptacle as weatherproof (WP) is it not possible to automatically tag it with a circuit number which is in a different tag family (if desired). The ability to tag more than once in this case would help avoid missing circuiting something because the second Tag All Not Tagged would leave a question mark for electrical fixtures not circuited.

This would be even more useful for lighting fixtures as typically a tag is used to identify the fixture and some prefer to use tags for the (panel and) circuit numbers instead of showing wires.
