A layout can only have one page setup. Rather than coding a solution for the layout you have, it would be better for you to design multiple layouts. Then you could use a sheetset to plot all the layouts. Just copy the layout as many times as you have viewports, then delete the unwanted stuff from each page.
I'm with Ed on this; just use a single drawing with multiple Layouts, or multiple drawings with single-Layout.
Either way, this may help you to set the active Page Setup for all of your Layouts for both of the above configurations, as it can be used on all Layouts within a drawing, or on multiple drawings via ObjectDBX:
