Language change not working

Hi,

I'm trying to make my Revit UI Japanese, and I have installed the Japanese version of Revit. However, only a few parts of the UI change language, and this is the same whatever language I choose in the shortcut. Here's a screenshot showing roughly which parts of the UI get translated.



Does anyone know what could be causing this?

The system language of the computer I am running it on is also Japanese, so I am stumped on what could be causing this. I tried it on another computer and it has the same problem. Is this a Revit 2017 issue?
