Default Alter what a double click does

we are working on an idea that changes what the double click does. out of the box double click on a viewport and you enter the viewport. double click outside the viewport and you are back in paperspace.

the idea is to have the courser change to a different color when you are inside a viewport (modelspace) and when you are outside the viewport (paperspace).

this is easy to do with PS, MS, Pspace, Paperspace, Mspace, Modelspace, etc commands and even the buttons. But we can not find a place to change what the double click does or how to make a command to override the ACAD default. If it is listed in the .CUI we can not find it.

Does anyone know if this is possible or how to do it?
