can't paste tag aligned to current view

I have two views with the same objects visible in both. (pipe accessories, mech equipment) I have tagged these in one view and want to copy/paste the tags to the other view using paste, aligned to current view.
I when I do this I get the warning: some tags were not copied because they could not find a host.
I can tag the objects manually, one-at-a-time, in both views, so they must be "visible" to revit.
Have tried with and without leaders but no difference.
Have made a copy of the view (so it's identical, except for the missing tags...) but I get same warning.

I'm sure I've done this before in other views/projects. Any idea why not this time??

-found out what the problem was.... Somehow the active workset got switched to one that was unloaded...
