Grip Editing Viewport in Civil 3D 2015

I have a situation where I am unable to adjust the viewport frame in paper space using grips, they highlight, but they will not move when selected. This is an intermittent problem, closing Civil 3D entirely seems to fix the problem. Also, after selecting the grips, hitting the escape key doesn't release the grips, they remain highlighted and un-editable.

Has anyone else run into this problem???

Any suggestions are appreciated.

AUDIT help ? How about changing space from Paper to Mode, or changing to the Model tab and back?
