Default no pop up for top and base constraints in revit 2017

I installed Revit 2017 on my Microsoft Surface Pro 4 and it seems to work well except then I click on the base constraint or top constraint in the Properties dialogue box, the options for those constraints don't show up as they used to with a pop up box which gives me the options to constrain (a wall for example) to the various existing levels.
I can highlight the base constraint or top constraint in the properties dialogue box and using the up or down button, toggle through the various levels but I prefer the pop up that used to show up. can anyone suggest something or does the pop up no longer appear in 2017?

    thanks in advance.

Bob, I'm going to try moving your post over to the hardware forum where the tech heads can stew on it, hopefully. I have a hinky feeling this is related to hardware itself, and probably the graphics card. Hopefully, our collective knowledge can help you out.
    Cheers,
