That depends....
If you're trying to set a marker style as default for Surface Spot Elevation Labels:
Try Toolspace, Settings tab, expand Surface, Commands, right click AddSurfaceSpotElevLabel, select 'Edit Command Settings...' menu item, Default Styles, Marker Style (check for Override).
If you're wanting to change existing Labels, select and change in Properties Pane.
You can also change in Add Labels dialog, and if save changes is enabled, that may change the default(s) for new labels added after it is closed.
