DYNAMIC BLOCK CONSTRAINT

I am trying to create a dynamic block and assign a constraint in which stretching BOX A (solid), BOX B (dashed)will s tretch just as wide if BOX A is wider than BOX B.

I couldn't get the constraint to work.
