    Default pdf underlay

I scanned a print of a proposed layout to a pdf. attached the pdf to my drawing.

i first clipped the pdf to only show what i was interested in and aligned the pdf about two known points.
when i zoomed in to see how it looked, the pdf had clipped the area even more so that a part of what i needed was missing.

then i undid everything back to the full pdf. drew a reference line that is was going to use as an aligning tool.
drew the corresponding line in the drawing. again i zoomed into the pdf and it got smaller than the reference line. when zoomed previous, the line was correct.
zoom in and it is short.

don't know whats happening. i've attached 2 images
