Type prefixing the command with a period (i.e.: Command: .PTYPE)
If the command has been undefined, this will bypass that.
BTW: It works just fine here in C3D 2017.

As to why it may not work, are you running any lisp routines that may screw the command up?
I created a command function called "off" and it turns out one of my co-workers used off for offset (instead of O...) so it messed with him.
thanks for the info. i will try the suggestions. i may try exiting autocad completely and restart....not at my computer today. will let you know the results.
By default entering OF or OFF should start the OFFSET command in either AutoCAD or Civil 3D with AutoComplete turned on. O is the default Command Aliases for the OFFSET command.
To many AutoCAD, Map, and Civil commands to remember them all. Best to test on the command line before defining something as a name for a function. Had a few that stopped working for me years ago when they added AutoComplete. Had to rename my functions.
A simple close and exit and restart Acad did the trick. I don't know why this happened and i don't have any shortcuts, lisps or command alias shortcuts other than what is OOTB.
