    I have a annotative text with 2 scales assigned. When I change model space scale the text is not responding accordingly.

    Specifically, the 60 scale has a different placement than the 50 scale and I can not assign the 60 scale to move the text (via grip edit) so that only the 60 scale version will be modified.

    You should get a grip for the mtext that corresponds to the current scale.

    I have found what the issue which leads to a second question.

    there are two different 1" = 60' scales. it appears that someone just assigned a new one and character spacing of the scale name allowed them to keep on moving.

    So, How can I purge the 60 scale that I do not want? This is really important to me because I am defining the model space .dwt for my new company.

    Yep, those names are just that --- names.

    You can name on 1"=60' and set the scaling to 1:100
    Or you can name one "My happy scale" or whatever you want, they are just names.

    The scale names are purgeable when they are not being referenced by any objects.
    You should be able to rename the bad one to something like "DO NOT USE" until such time you can get rid of it.

    Good Call. That's exactly what I did. "Purge in DWT"
