Dynamic Block - Rotate and Stretch line extending from tag

I have a device tag with a line that I need to be able to stretch and rotate. the line should rotate around the arc of the circle in which if the line was extended, it would intersect the center point. I'd like to be able to stretch the line to my device without it leaving the circle.

If you've created your rotate, then you don't need the circle...delete it, or move it to the defpoint layer

The circle is needed, it's part of the tag.

I suggest abandoning the dynamics of the line rotate/stretch and instead use the block with just the circle and attributes in a multileader style. The functions of the leader in a multileader will take care of the line stretch and rotate. You also get more features this way, multiple leaders, move the leader or the block/text, symbols at the end, add more vertex points to the leader, etc.
