This can be done.
First, make sure your polylines are light weight polylines. (use ConvertPoly if needed) Give each polyline the appropriate elevation (z value). Then make two general label styles, one for Lines and one for curves. Have the label styles label the beginning Z value of the line/curve. Use these labels to label the line/curve of the polyline contours. Note that the label will switch between the line style and curve style depending on where its placed along the line, and will update if you move then later on. The labels can have frames and background masks as desired.
