Annotation family parameters vs 3d family parameters

I am trying to edit our scene switch and occupancy sensor families to add the right offset and up offset parameter. in order to do this the switching labels must be added into the annotation family in order for it to move with the symbol when offset. currently the labels are their own annotation family put into the main 3d modeled family. I can not use it them like that in order to offset they must be in the annotation family. also i need two types for when the family is hosted from the top of the family or bottom so the labels show on the right side of the lighting devices regardless which side its hosted to. i can not figure out how to make the switching label link to change for every instance in the project and offset with the devices with keeping the label on the right side.

i have attached a picture of how i want the switch abels to move when hosting to top and bottom and how i need the annotation to offset from where the device is hosted to. the labels need to move with it

i have also attached a a copy of the scene switch family as well at the switch family.

i do not need the offset annotation parameter in the switch family which i believe is the reason why my scene switch family isnt workig the same
