Does anyone know of a lisp routine, or perhaps some kind of variable, which locates dimension defpoints directly beneath the dimension tick instead of at the pick point?

Just going on logic here, but I believe the pick point is what controls your associative dimensions and acts as anchor for your extension lines.
So why would you want to move them elsewhere?
But I have no solution to your question.
