Default Point to the callout block as it's own file

I just figured out how to use Model Views and Sheet Views to automate the whole detail number/sheet number thing so everything always updates across the board when I change a detail number or sheet number. So I'm good with that.

The problem I'm having is that it seems when I set the default locations for "Label block for views" and "Callout blocks", I can only point to a dwg that CONTAINS those blocks as opposed to just pointing to those block files (each one of our blocks is it's own file on the server). Is it true that I cannot pick a block's file? Do I really have to pick a file that has blocks in it? That seems rather silly. And could someone explain the difference between "Select the drawing file as a block" and "Choose blocks in the drawing file" because the former doesn't seem to work without the latter.
