Has anyone noticed how the bing imagery is acting? is seems to look okay zoomed out a little ways, but when you
zoom in closer it changes to different looking map and is not accurate at all.
any thoughts or comments?

That's the way Geomaps is designed to work. As you zoom in, it will change to a higher resolution map. that map may be substantially older than the larger scale map,(rarely newer) so it's possible that you would actually see a building disappear between the two zooms.
And accuracy is not something that Bing was really designed to have --- more of a automobile navigation tool than a design tool.
