Rotating fill pattern arc question

I have a generic annotation family nested into another to create a parametric north angle. the nested family has the shape of basically a 20deg wedge of a circle between a radius of 1/2" and 5/8" and i simply want this shape to rotate around the circle without the radius changing.
Right now, i can get it to rotate 170deg. as soon as it goes to 171, the shape flips up north again instead of being rotated south. the reference lines controlling this shape are in the right place, but the shape abandons them despite the sketch being locked to them. then it all goes downhill from there and sometimes the shape will be rotated correctly and sometimes it sits opposite where it should.

this is driving me nuts. this should be a simple family...

Just put your filled region shape on the middle ref. line plane. Right now you have it on Sheet ref. plane.

select the shape -> edit work plane -> pick a plane option -> hover over the middle ref line until its plane highlights -> click
