create a face based family, and use a Revolve to make the shape by drawing its profile shape to be revolved, then use a void to cut the radius at the one end, if that's what's happening there. if it needs to be parametric and change sizes, you can draw the profile snapping to reference planes that are controlled by your dimension parameters
