I'm fishing right now, so am not sure dynamic blocks are the way to go.
What I'm looking for...
I currently have a lisp routine that inserts Mtext as a block used for revision text. The user inserts the block at a specified point below the last revision and fills out the revision. The problem is, if there are more than 3 lines of text in the mtext entity the bottom line that separates each revision is now "striking" through the last line and needs to be moved manually below the sig line.
I'm wondering if there is a dynamic block solution. So far I haven't come up with one so I thought I'd post and see what hits.
