I need to understand use of project basepoint and surveypoint. please share any whitepaper or tutorial link.

The survey point/project base point is essentially your benchmark in the real world. The non moveable object close to your site or on your site in which the coordinate system references too. Tops of fire hydrants close by are often used as benchmarks as they are likely to not change during the construction period.
