Custom menu's disappearing

Hi, I have an absolute ripper of a problem. Small but very annoying.
I am using 2019LT and all of my support paths are to my C drive, not a server.

I have 14 custom menu's loaded, however only 1 of them disappears when I re-open CAD.

The menu is still loaded but does not appear, if i change workspace's then the lost menu appears.

I have attempted to load a 'test' menu which also does not remain after closing CAD.
I have removed all menu and only loaded the problem menu and that works and stays put.
(It's almost like the limit of loaded menus is 13)

I thought I might be running out of space for all of the menus.
The menu still didn't stay for a menu named only T (small and still space left over)

Other things to take note of,
My custom.cuix is correctly pathed in the support paths location.
The menu still exists when typing CUIL (load/unload customizations.
My custom.cuix file is not read only.
I have been saving my workspace before closing.
I have completed a full re-install.

Define what you mean by "menu". Are you talking about a .cuix file, or are you talking about a pull-down menu item?

There *is* (still to this day...) a limit of 24 pull down menus that will be remembered between ACAD sessions.
You can load up 30, but restart and only 24 will appear. You have to restore a workspace to get all 30 (or whatever) to reappear.
Dumbest thing ever.

But that does not explain your limit of 13. And if you're talking about partial menus and not pull-downs, then I'm not sure.

Guessing the shortcut you're using calls out a different workspace. Have you tried adding that menu to the workspace that's active when AutoCAD is opened?
