    You can assign transparency to individuals objects in the properties window. You can also try using a true color one of the colors with three numbers, on a B&W plotters they will come out different shades of grey. There are really and endless number of ways to skin this cat with ctb or stb. Just use your imagination and a little experimentation.

    In summation both can do the job, so not using company standards will create issues and may get users in trouble who violate them.
    CTB's were around as long as AutoCAD, STB's were added 19 versions along with making Lineweight a property for layers and objects ago to make plotting simpler.
    CTB's require 255 Plot Styles to control plotting of layers and objects in 255 colors while STB's can control plotting of layers and objects in millions of colors with just a few Plot Styles.
