custom section head rotation

i have taken the OOTB section head and added a masking region to block out any linework that might interfere with the text inside of the section head. the problem i have is when i need to cut a section other than horizontal. when i cut a section at any angle the line that divides the text for the detail number and the sheet number gets cut off. i was wondering if anyone has a solution?

Make the entire section head a masking region and use the underscore text trick as the dividing line. A similar method can be used to create elevation markers.
