Polar array in Dynamic Block

Hello all,
Still trying to come to grips with dynamic blocks - is it possible to do a polar array without rotating the object? What I'm trying to create is hard to explain but the attached dwg should explain it. Is such an animal possible? Thanks for your attention.

Wouldn't a Visibility parameter be easier? (I assume that the white dashed features are your alternate positions for the blue feature.) You could draw all three features and toggle on/off the visibility for the position that you wish to show.

I'm still learning, too. But that would be my guess. Good luck.
