Default How can I allow a user to create their own palettes

I have a company wide profile for all of my users. As long as they are on that profile, they are mapped to the correct location for my tool palette content located on our server. How can I allow a user to create their own tool palette and still keep the company wide palette set so they keep getting the current content? I want them to be able to add some of their own tools to the palettes but don't want them to modify the palette set on the server just their own PC. Any ideas?? It is involving ADT 2005
