I don't know about any certifications for CAD management. I have only heard of product-specific certification or ATC certifications.

I've seen a couple over the years, usually they have been put together by ATC's that give the certification after you've taken a certain group of classes. It's not critical really to do your job well or even get a job in CAD management. Typically if you have the education (either in a variety of classes or self taught) then the experience in the field will come to you as long as you put your qualifications out there and you get yourself into posts that make these skills useful.
