viewport scaling problem

Hi all,

I got this problem, we have in paper space 2 viewport (each in different dimension and scale).
When I double click in one of those 2 viewport, both of them change scale to an zoom extend command. so they cannot keep there scaling factor.

I know that we can lock those viewport but is there a way to change that without locking those viewport.
