What it doesn't tell you is that it's found under the down-pointing-arrow-in-a-circle.

I am using 2005 and I don't understand your comment "down-pointing-arrow-in-a-circle". I know how to change the border offset through the mtext editor. I prefer it to be set to 1 and don't want to change this everytime. I would like to change what the default setting is but don't know how.
Not the answer your looking for but it might do the trick. This LISP was written by Lee Ambrosius. It allows you to set the colour and offset before you pick multiple instances of mtext.

Okay am I missing a setting or something? my background mask will not change from 1.5" i try any other number within the recommended numbers from 1.5 - 5. Why is this? Another user can open the exact same drawing and change the setting off of 1.5.

So I assume no one has found a way to change the default background mask border offset? I can't find one in 2006.
I just upgraded from 2004, and I ran into this issue as soon as I tried using the background mask option. Since the problem also existed in 2005, I'm (slightly) surprised that it wasn't fixed for 2006. It seems like an obvious blunder.
In the meantime, Lee's lisp routine provides an adequate (if annoying) workaround. Thanks for writing it, Lee.
It is not possible to change the offset, however, this has been submitted to the wish list and is one of many wishes on the current ballot. If you haven't already done so, now is a GREAT time to go vote for your top 10!!!

I set my background mask to 1.2, instead of the default 1.5
Why draw straws? Just draw one straw and array it.
