Is the plotter connected to your pc?
If it's connected to a different pc, you may need to make your changes there.

I understand the info from those links. That is precisely what I am trying to do, however, when I select the custom paper size in the plotter manager, the option to add, delete or edit is all grayed out. It is a system printer working off of a server and another PC3 is an adobe pdf converter.
